Analyzing the Economic Impacts of Climate Change

An Asia Regional Training Workshop focusing on analyzing the economic impacts of climate change and identifying cost-efficient and sustainable adaptation options, is taking place from 17-20 September 2014, organized by the Capacity Building Programme on the Economics of Climate Change Adaptation.
 
In Asia, climate change is resulting in shifts in seasonal cycles, as well as increases in the frequency and intensity of extreme weather events.  Related impacts, such as reduced agricultural productivity and changes in water access, can put pressure on national resources and affect a country’s ability to achieve its development goals.  Applying economic analysis to adaptation planning enables policy makers to make optimal decisions in the face of scarcity of financial resources for adaptation.  
 
The Capacity Building Programme on the Economics of Climate Change Adaptation (ECCA) is a part of UNDP's effort in helping countries to design and implement sustainable development pathways. The program helps countries to effectively manage their risks by building institutional capacities, reduce financial risks and offer improved incentives for adaptation responses. This is the 3rd Regional Training Workshop for ECCA, which will be held in Siem Reap, Cambodia from 17 to 20 September 2014. We will provide training for technical officers on the economics of adaptation.
 
ECCA is a 2-year programme, comprised of a series of technical trainings interspersed with in-country applied work to enable trainees to master key economic concepts and tools for adaptation planning and decision making. This is a key area of technical assistance required by countries as per the UNFCCC’s guidelines for countries on the National Adaptation Plan process. The NAP process, established under the Cancun Adaptation Framework (CAF), enables Parties to formulate and implement NAPs as a means of identifying medium- and long-term adaptation needs and developing and implementing strategies and programmes to address those needs.   
 
Country teams from the 11 participating countries in Asia, have already received training on relevant principles, techniques and tools for understanding the economics behind adaptation options. The 3rd training workshop, to be held 17-20 September 2014, will have country teams analyze country data related to agriculture and water use.  The programme’s expert economists will support country teams in advancing their work over the next few months, so that initial findings can be presented to policy makers and support countries with their National Adaptation Plan process.  
 
ECCA addresses a consensus reached during a 2012 Regional Consultation that a more comprehensive approach to mainstreaming climate change risks into planning processes was needed to ensure economically efficient climate change strategies at the sectoral, sub-national and national levels.  
 
The need for training on economic analysis has also been cited by countries during consultations related to support to the National Adaptation Plan (NAP) process.  Many of the ECCA programme’s targeted participants are expected to play key roles in their respective countries' NAP processes.
 
The participating countries are: Bangladesh, Cambodia, Indonesia, Lao, Maldives, Mongolia, Nepal, Philippines, Sri Lanka, Thailand, Viet Nam. 
 
ECCA is a cooperative effort between UNDP, USAID Adapt Asia-Pacific Project, the Asian Development Bank (ADB), in association with the Global Water Partnership (GWP), and Yale University.
